Golden Share and social-levy structures lock that civilian gate into governance. Vasilikos Phase 1 is pre-construction — not a live campus.

Cyprus Vasilikos remains the principal Phase 1 campus: a people campus on industrial land — operators, engineers, Academy trainers, and client services — not a live hall and not contracted offtake. Year-1 workforce planning is 152 FTE bottom-up.
The planned fleet is 1,801 Galaxy units DESIGN TARGET. On-site generation is a design TARGET of 42 MW DESIGN TARGET, with BESS in CapEx; the renewable / ecological path is TARGET — not live megawatts. Executed offtake is zero.
