Bids close 12 November 2026; award decisions are expected in early 2027, with construction targeted thereafter.
According to POLITICO, the design spans smaller sites (tens of thousands of specialized AI chips) and larger hubs (up to ~100,000 chips), with consortia needing at least one national government backer. Member states already signaling interest for larger builds include Germany, Greece, Portugal, Italy and Spain; smaller-lot interest includes Czechia, Denmark, Finland, France and Poland. Commission officials have stressed saturated demand for European compute while acknowledging that U.S. accelerators remain dominant in near-term hardware roadmaps.

Why This Matters for Sovereign AI
The gigafactory tender is a policy signal that Brussels will use public procurement as an anchor customer for private AI campuses. It does not, by itself, create chips, substation capacity, or water/cooling permits. Operators and investors still need bankable power, interconnection timelines, and EU-aligned governance. For Mediterranean and secondary EU locations — including Cyprus — the strategic question is whether renewable-backed, regulation-aligned sites can compete on delivery speed while FLAP-D hubs remain power-constrained.
